The Higher Committee on Human Rights and Fundamental Freedoms is set up to strengthen mechanisms for the protection of human rights in Tunisia.



May 31, 1991
Tunisia is elected to a three-year term on the Human Rights Commission of the UN Economic and Social Council.



June 15, 1991
The Ministry of the Interior issues a circular on introducing human rights issues in the training programs for law enforcement officers.



June 20, 1991
A commission of enquiry is set up to investigate alleged human rights violations.



June 26, 1991
The position of Senior Adviser to the President of the Republic for Human Rights is created.



July 29, 1991
A law is enacted to reform the educational system, one element in new orientations in this field in accordance with the spirit of the Change, to promote a civic and patriotic sense, disseminate the ethic of solidarity, and imbue young generations with the principles of human rights and the values of tolerance and moderation.



Oct. 3, 1991
President Ben Ali orders that a bill be presented to exempt citizens bringing action before the courts from registration fees.



Oct. 19, 1991
Mr. Rachid Driss, chairman of the Higher Committee on Human Rights and Fundamental Freedoms, presents President Ben Ali with the final report of the committee's commission of enquiry.



Nov. 1, 1991
Mr. John Pace, secretary of the preparatory committee for the United Nations Center for Human Rights, announces that Tunisia will host the African regional meeting in preparation for the world conference on human rights to be held in Vienna in 1993.

The International Covenant on Social, Economic and Cultural rights, ratified by law n° 68-30 of November 29, 1968, is published in the Official Gazette of the Republic of Tunisia.

President Ben Ali signs a decree ordering that the International Convention on the Rights of the Child, ratified by law n° 91-92 of November 29, 1991, be published in the Official Gazette of the Republic of Tunisia.
