President Ben Ali receives the 1988 "Louise Michel Democracy and Human Rights Prize," awarded by the French Institute for Political and Social Studies.



Jan. 30, 1989
The Higher Council for Communication is created.



Feb. 20, 1989
A law is enacted revising the provisions on restoring the rights of those convicted of certain crimes, to facilitate the return to society for ex-convicts.



Feb. 27, 1989
A law is enacted abolishing hard labor, providing that such sentences automatically be commuted to prison terms of equal length.



March 23, 1989
The Arab Institute for Human Rights sets up its headquarters in Tunis.



April 2, 1989
Early presidential and parliamentary elections are organized, with the participation of all the country's political parties and trends.



June 4, 1989
A law regarding the practice of the legal profession is ratified, to strengthen the citizens' right to legal counsel.



July 3, 1989
A general amnesty is granted those convicted of or being tried for crimes committed before November 7, 1987, thus restoring their political and civil liberties.



July 28, 1989
A law is enacted regarding higher education and scientific research, to bring structures and programs into step with change in this domain, to open them to the economic, social and cultural environment, and to ensure students of training that will enable them to assume their appropriate role in society.



Aug. 6, 1989
The Tunisian Democratic Women's Association receives legal authorization, an element in strengthening the country's associative fabric.

A law is enacted to promote social security plans in the agricultural sector.



Nov. 23, 1989
Tunis hosts an international symposium on "Human Rights in Africa."
